Performance Max can put a US lead-generation offer across Google Search, YouTube, Display, Discover, Gmail and Maps. That reach is useful, but a low cost per lead can hide spam, unreachable prospects or inquiries outside your service area.

The practical goal is not simply “more form fills.” It is to give Google a clearer definition of a valuable lead, protect the paths that create those leads and measure what happens after submission.

Start with the business outcome, not the campaign settings

Before changing bids or assets, map the stages your sales team actually uses. A simple version might be:

Funnel stageUseful definitionSystem of record
New leadForm, call or chat receivedWebsite or call platform
Contactable leadValid contact details and successful outreachCRM
Qualified leadCorrect service, location, need and budgetCRM
Booked opportunityAppointment or discovery call scheduledCRM or calendar
Converted leadSale, signed agreement or other confirmed outcomeCRM or commerce platform

Google's current guidance recommends lead-specific conversion goals and, where possible, optimizing toward deeper-funnel outcomes such as qualified or converted leads. Those stages should come from the business's CRM process. This is platform guidance, not a performance promise.

Our recommendation is to choose one primary optimization stage that is both commercially meaningful and recorded consistently. Keep earlier actions available for observation, but do not treat a page view, a form start and a qualified opportunity as equally valuable primary conversions.

Audit conversion goals before increasing budget

A Performance Max lead-generation audit should begin with every action included in the campaign's “Conversions” column. Ask:

  • Is this action a real business outcome or just a convenient website event?
  • Can it fire twice for one person?
  • Does it include internal tests, bots or existing customers?
  • Does the campaign optimize to account-default goals that are irrelevant to this offer?
  • How long does it take the sales team to mark a lead qualified or converted?

If the CRM records lead status, send that feedback to Google Ads through offline conversion imports or enhanced conversions for leads. This lets bidding learn from outcomes closer to revenue. Identifiers, attribution windows and upload timing matter; our guide to Google Ads offline conversion tracking for qualified leads explains the operating model.

Google notes that a value-based bidding goal closer to the sale generally needs sufficient recent conversion volume; one current recommendation is at least 15 conversions in the previous 30 days. Treat that as a platform guideline, not a universal threshold. A specialized B2B service with a long sales cycle may need to begin with a consistently recorded qualified-lead stage and move deeper only when data is reliable.

Fix the lead path before asking automation to scale it

Campaign automation cannot repair a confusing offer or broken form. Test the path on mobile and desktop: ad click, landing page, form validation, confirmation, CRM record, owner assignment and first response.

State the service, geography, next step and material qualification criteria clearly. Server-side validation, spam controls and duplicate handling can improve data quality, but aggressive filters can reject legitimate prospects, so review rejected submissions.

Use the Google Ads landing page audit checklist to assess message match, mobile usability, trust signals and form reliability before you judge the campaign solely by its bid strategy.

Control traffic with the right Performance Max tools

Performance Max is not a conventional keyword campaign. Search themes can provide additional context about queries your prospects use, but Google describes them as optional and additive signals. They do not create the same control structure as exact-match keywords.

Use the available controls for specific risks:

Final URL expansion

Final URL expansion can send traffic to pages beyond the asset group's starting URL. Review Google's Final URL expansion guidance and exclude pages that cannot produce the intended conversion—such as careers, investor information, support content or unrelated services. A page feed can help identify the URLs you want Google to consider, while URL exclusions protect clearly unsuitable destinations.

Negative keywords and brand controls

Add account- or campaign-level negative keywords for demonstrably irrelevant intent, including job searches, free resources or services the business does not offer. Google's current documentation says Performance Max negative keywords apply to Search and Shopping inventory, not every channel. Do not present them as a campaign-wide audience filter.

Brand exclusions can help manage branded Search and Shopping traffic. Before excluding your own brand, consider how the change will affect reported volume.

Make each asset group commercially coherent

An asset group should connect one meaningful offer or service category with appropriate landing pages, audience signals and creative. For example, a regional HVAC company might separate residential replacement from commercial maintenance instead of combining both with emergency repair in one generic group.

Supply accurate headlines, descriptions, images, logos and video without overstating results. Make geographic or eligibility limits visible. Audience signals describe likely prospects, but they are not hard targeting boundaries across all inventory.

Review asset performance as directional information. Creative reporting can identify weak or missing assets, but labels do not prove that one headline caused a sale. Replace assets based on message quality, policy status and sustained evidence—not a single short reporting window.

Judge Performance Max by qualified economics

Google's channel performance report shows how a campaign serves across channels and surfaces diagnostics. Use it to investigate activity, not as proof that one channel deserves all the credit.

A useful weekly scorecard includes:

  • Spend, total leads and reported cost per lead
  • Contactable, qualified, booked and converted leads
  • Cost per qualified lead and cost per converted lead
  • Lead source, service requested and location
  • Spam, duplicate and invalid-lead rate
  • Median time to first response
  • Conversion-import lag and failed uploads

Compare segments over a period that accommodates the sales cycle. A higher form cost can still be better if more submissions become qualified. Do not assign every sale to the last ad touch without considering other marketing and sales interactions.

Lead handling belongs in the measurement plan. If assignments, reminders or status updates are inconsistent, review the CRM lead follow-up automation framework alongside the ad account.

A practical 30-day improvement order

In week one, document the funnel definitions and remove incorrect primary conversion goals. In week two, validate the landing path and CRM capture. In week three, import a dependable qualified or converted stage and review URL, brand and negative-keyword controls. In week four, assess channel diagnostics, asset gaps and qualified-lead economics before changing budget.

The limitation is important: Performance Max offers less granular control than a tightly structured Search campaign, and automation needs enough clean feedback to learn. For some offers, a separate high-intent Search campaign or a staged test will remain appropriate. No setup guarantees lead volume, lead quality or return.
